I go through both of these spaces regularly - traffic in City Centre and retail there is recovering, while the old Bay space remains fairly dead.

I think the University has a few more people actually working there now, but it still seems very quiet. So if I had to pick, the Bay space really more badly needs a boost.
 
Opening this space up onto 102nd Avenue will help the whole development, former Bay and all -- a major overhaul is still warranted for the whole complex that is ECC-west and the rationale for tower apartments is getting stronger.

One of the biggest criticisms of City Centre West, or Eaton Centre as it was called at the time it was built by the Ghermezians, was that it was too much of a replication of a suburban mall for such a downtown location.

In their defense, of course they were just building what they knew how to build at the time and the city was desperate to replace the Old Eaton store with something newer and bigger. However, with Eatons long since gone and the replacement Bay department store also gone for several years, it certainly is time to fix some of the shortcomings of this development, which even for the mid 80's was behind the times.

It needs to be opened up on 102 Ave to benefit from and interact with the new LRT line, but also on 103 Street. Interestingly the west side of 103 Street, across from the former department stores actually already has a good street interaction. This street would be further improved if the east side also had more interaction and with some changes it could actually become one of Edmonton's better downtown streets.
 
Now if anyone can find the old Eatons warehouse photos from that spot maybe even when it was a roller disco.
