To save money on 3rd and 4th tracks to provide express service on the Yonge line, install a finely tuned subway ejection system which runs even faster to launch the subway through the air by-passing 3 or 4 stations at a time. It would work much like jumping water fountains but on a much larger scale.
 
At transit shelters: drop a coin (25¢, $1) for 5 minutes of heat in winter. Especially, if the next vehicle is coming in 10 minutes.

That's actually not that inane an idea. Some apartments used to have electricity connected to a coin box. The only problem would be making sure that the heat actually gets to you rather than blowing out the doorway.

I was thinking about getting enough heat to melt the snow around the seats in the shelter, and since heat rises up, it will heat the air at your boots and slowly heat the rest of you as the heated air journeys up.
 
Speaking of "redcars", get rid of all the existing subway trains and replace them with retro Gloucester cars

Hear, hear. And leave the doors between cars open on hot days like they did back in the day for a truly underground rail experience; especially the wail-of-the-banshees southbound curve just north of Union station.
