The Queen presides, she does not rule. If she did, she’d be governing, which she does not.

One presumes that Ford could do the same for provincial offences, but since all criminal law is federal there wouldn’t be much point.

GG can’t make any decisions about governing but they do follow Orders in Council (instructions issued by Cabinet). The War Measures Act has been repealed but Cabinet does have broad powers to temporarily suspend civil rights via Orders in Council issued under the authority of the Emergencies Act https://en.wikipedia.org/wiki/Emergencies_ActThanks for clearing that point up.
