There is no equivalent process in Canada at a head of government’s discretion. Not even the Prime Minister.
But can a Governor General or Lt. Governor General? They are Head of States.

No. The monarch’s representatives are also not endowed with such a privilege. There is no equivalent in British parliamentary democracy. In any event, the governor in council only acts at the request and direction of the government bringing the issue back to the government of the day.

The Queen presides, she does not rule. If she did, she’d be governing, which she does not.

Pardons can only be issued by the Pardons Board, but the Prime Minister can direct the GG via an Order in Council to provide clemency. Clemency reduces or eliminates a sentence but doesn’t erase the conviction.

One presumes that Ford could do the same for provincial offences, but since all criminal law is federal there wouldn’t be much point.

GG can’t make any decisions about governing but they do follow Orders in Council (instructions issued by Cabinet). The War Measures Act has been repealed but Cabinet does have broad powers to temporarily suspend civil rights via Orders in Council issued under the authority of the Emergencies Act https://en.wikipedia.org/wiki/Emergencies_Act
