The tower takes a somewhat unique but ultimately familiar minimalist new Modern design, hence what's on the roof becomes something that the eye is drawn too.
The mechanical box has been nicely integrated into the architecture. I'm glad that someone realized that if there's a substantial structure on the roof, it'll likely be a focal point. (It could have been the developer from the early stages, or the architects who insisted on it.) So the architect came up with a design for a mechanical penthouse, rather than treating it as an ugly afterthought, like a big windowless rectangular box with generic (often dull grey panels) cladding seen on some developments. There was the appropriate awareness that the role of architects is to design a complete building from the ground to the absolute top, which may necessitate a mechanical penthouse with some sort of aesthetic treatment as well.
