I can't understand why they didn't put 2 or 3 floors of apartments on top. It's like free money.

An ongoig Toronto problem. We never seem to get around to minimum-density requirements on our main streets forever making us look like a frontier town. Having said that, the Shopper's is a welcome addition to the nabe.

The low density, single storey aspect is disappointing, but damn that exterior looks a lot better than the utter crap they've put up until recently. Read: the Queen & Parliament location. A couple more storeys containing apartments would've definitely been appreciated though.

thank goodness it's not stucco.
I also agree there should be a couple floors of housing on top.

Actually the Shoppers is part of a larger redevelopment - the three adjoining towers in the rental complex are all being renovated and re-clad with the same design, and townhouses are being added to the side of the south-most building.
