Anyone that can help me out.... does the city really want the full price for a puppy that is too young to be fixed? I do plan on getting her fixed, but just think its a giant tax grab if they charge me the full price.

I've had two dogs in the last 16 years. I licensed them after I get them spayed and microchipped so when they're about 16-20 weeks old. You won't go to jail for not having your puppy licensed
Have fun with your new dog, make sure she gets her Parvo shots before socializing her with other dogs.
