Depends on the student.

A socially inclined outgoing student? Option 1. A great location, and drunken stumbling distance from where the action is at.

A more serious student? Maybe a little older? Option 2. A lot of mid-20's students/artsies live there. Cheap for what you get, but still close to downtown.

+1

When I was in my twenties I loved visiting my friends in the Annex and we didn't care a bit for the room. We were too busy with the neighbourhood and the house parties when we weren't doing the school thing. A basement apartment is no issue if you are young and single and having fun. Option 2 makes more sense for older students who might not want the simple life.
