They had to put the fencing up to keep the area around the worksite safe, after their permits expired:

Building permits expired earlier this year on an 800-unit condo development on No. 3 Road.

There's no word yet on what's really happening with this project - it sounds like several developers are interested in taking it over but with lawsuits filed against the developer who knows. Such a shame too, this would have really expanded the "downtown" area of Richmond.
