You would think that it would be more open for safety (i.e. ramps or open stairs - so not only are the stairs enclosed but the glass is darkly tinted so anyone being mugged or attacked is only barely visible to onlookers below.

All the crime happens in Toronto don't you know?

One would think that with a slight curve to the bridge 1/2 to a full story could have been chopped off this bridge. Also they could have put in 2 switchback ramps around the main staircases to make it more accessible in the event that elevators go down.
 
Milton is building a bridge across the tracks just east of the Milton GO station. Estimated cost is $1.1m. They can't do an underpass as it's a floodplain. They proposed 5 designs, none as elaborate as this one. Looks like the most-probably one will have spiral ramps on either side. Anyone know how much this bridge cost?
