Just looked on the MTO website, and according to their graphic they do have the QEW from the 403 to the 427 listed under their "longer term" implementation of HOV lanes: http://www.mto.gov.on.ca/english/traveller/hov/plan2007.shtml#developing
Presumably this reconstruction project at Dixie wouldn't be finished until at least 2017 anyway, so the timing may actually work out.
On a side note though, I wish the MTO would ditch their "HOV lanes added only through highway expansion" mantra, and add an HOV lane to the Express lanes on the 401. The impact on general traffic would be negligible (it's a crapshoot most times anyway), and it would certainly be well used.
