The CBC said that the people mentioned by Mayor (at end of email "very alarming allegations") were Josh Colle and Anna Bailao.

The email sheds new light on a night that has been widely reported about. On March 17, 2012, Ford spent an hour in a private room at the popular Bier Markt lounge on the Esplanade.
Several staffers have told the Star that the mayor appeared impaired at the time he arrived. Ford was eventually escorted out by security, although bar owner Robert Medal has said that isn’t true and that Ford was “an exemplary guest.”
According to the email, Ford had been in his office with friends before leaving for the bar.
The author of the email, a former security officer at city hall, Davood Mohammadi, continues that “due to the nature of the incident with the mayor, we will not be submitting any reports.”
Mohammadi wrote that Ford was “quite pleasant” with security, but that he was upset with others around that night. The names of those individuals have been redacted. “On a couple occasions (Ford) started to yell and swear ‘f--k this guy,” ‘f--k you’, etc” and made some very alarming allegations regarded (blacked out).”
