Just for future reference though, what kind of criminal behaviour wouldn't be okay? Would admitted child molestation be okay? What kind of criminal behaviours are okay and what kinds aren't as it pertains to Rob Ford? And do your rules apply to Rob Ford or do they apply to everyone?
Actually, a good mayor would understand that one's role comes with special responsibilities - and that putting oneself in a position vulnerable to blackmailing (due to criminal behaviour) is a big no-no. The lack of judgement exhibited makes one unfit to hold office to start off with - it makes the victim/criminal debate patently pointless from a governance perspective.
But if one insist - you can't blackmail someone who is squeaky clean. This isn't a chicken or the egg. And the initial mistake is further compounded by even more unsavory associations with criminal elements of the city, threat of violence via proxy, blantant lies and stonewalling. Sorry, this individual is irredeemable.
