It might not be carding or profiling but I don't think it's an acceptable way to treat a citizen. For one thing, the HTA states that cyclists need not provide a driver's licence as ID and that giving one's name and address is a sufficient alternative to doing so.
They never asked her for her name and address - they threatened her with arrest if she did not produce ID. They also didn't write the ticket until after she offered to present the only thing resembling ID that she had: a bank card with her name but obviously no photo.
I think she could have handled it differently, but I don't think the cops' approach was right and the amount of force used may not have justified an arrest. Appeals court jurisprudence suggests that if an arrest is not lawful, a suspect has a right to resist, provided the amount of force used to resist is not excessive.

In the statement, Ford took specific issue with “two items of particular concern” that he said he would forward to the office of the auditor general for investigation.
The first item was Willowdale Councillor David Shiner’s expensing of printer cartridges for his home office on both April 21 and 29.
Ford said that the cartridges that were purchased were for separate printers, seemingly violating a rule stipulating that home offices can only be outfitted with one printer.
“The issue is that they are cartridges for two separate printers,” Ford said. “I've asked Canon and they confirm that there is no printer that accepts both the 131 and 116 cartridges.”
The second item Ford singled out was Scarborough East Councillor Paul Ainslie’s expensing of $570. 17 for hot dogs, condiments and refreshments for a community barbecue on June 18.
The issue in that case was that the receipt submitted reads “Void Transaction, Invalid Receipt,” Ford said.
A spokesperson for Ainslie’s, however, told CP24.com that the councillor simply submitted the wrong receipt and will be uploading the correct one "within the hour." The spokesperson also promised to deliver the proper receipt to Ford herself.
How does Ford know there is a rule about only having one printer? I thought he hadn't read the rule book.
