I hope the Bering tunnel becomes reality. Canada really needs better connections to all our neighbours, not just the one to the south. The other Russian proposal to create a sea route over the pole from Churchill, Manitoba to Siberia would do wonders for decreasing our dependence on the USA.

Russia is a natural ally, we should nurture it.
 
Seems this would benefit Russia the most. The US should use it as a bargaining to bring Russia inline.
 
How will it benefit Russia the most? Even if you are right, it will still benefit Canada. It is in our national interest.

As far as the US using it 'to bring Russia inline'. Russia plots its own course. That Russia is fiercely independent and don't take cues from anyone is a valuable asset for Canada. The US and Canada are usually in agreement, but when we are not, we might find a powerful ally in Russia that shares our goals on certain issues.

Joint Russian/Canadian co-operation defending our Arctic sovereignty is an obvious advantage. Russia and Canada both want to keep foreigners out of their northern waters. Russia is probably Canada's best chance of accomplishing this.

The notion of a Russian/Canadian defence pact to keep foreigners including Americans out seems ludicrous given our history. The shocker is that Russia is becoming probably our best ally in respect to Arctic sovereignty.
 
A fixed connection between Russia and US would definately provide a boost to the Russian Economy, and probably would increase the US trade deficit as low wage produced goods in Russia/Asia could flow even more cheaply into the American market. Thats not to say that a fixed pipeline could probably be added in the tunnel which would prove to be useful for oil - thats is oil is still around by the time the tunnel if finished.

Canada is just an after thought in this arangement. If there was no US, this tunnel would not be envisioned.

My point to Russia and 'inline', was moreso in today's current environment, they choose to take the other position from the US to be seen as independant and not towing the US's line. They also are more friendly to US enemies, with the eye on lucrative military contracts. Since this tunnel would be very advantagous to Russia, and the costs have to be shared, it could act as a carrot dangling infront of a lumbering stubborn giant.
