Paving stones can easily be removed for utility work and then returned to their original place after work is complete.

I've seen two people take nose dives on St Clair West pavers and I live in the east end of town. Returning them to their original places isn't apparently that easy not to mention the heaving and hawing from a multiude of freeze/thaws every year
