The panelization on 3 sides of the building (there are 5 sides) requires that 2 (or 3) storeys are fitted in place at the same time so that the skin on these sides has to be ready top to bottom -- these elements will get added very quickly by crane and so the subsurface needs to be uniform before the job begins. The balcony areas are a different matter but they are likely not on the critical path and they may want to have the balcony components in place first. Every project is different.
I'm also curious if there are shipping issues with global events currently taking place. Ships are rerouting and taking much longer than normal these days, so I suspect that would and could easily cause back logs.
Edmonton's skyline viewed from across the valley has been fairly impressive for some time, that is not the problem. What is needed is more breadth and depth at ground level.
OEG really missed on an amazing opportunity by not giving these guys a massive 10' Oilers flag to hang off the crane. Imagine how slick that'd look from the heli view of the city during this series.
