Having just cycled past it, I know that it is in the rail yard just east of the Don Roadway and north of Lakeshore. It belongs to Hydro One and looked to me like a machine to lay cable but it is strange looking!

It's a schnabel car. They're used for moving heavy, awkwardly shaped/oversized freight, in this case transformers.
