I can't help but think of a high-rise prison when I see this building. It's so bad that I think the poor decisions for this building would have to be intentional!

I can just see the slogan for this hunk-a-junk: "In the heart of downtown East, come claim your prison cell sized condo unit in an atrocious-looking building for only $399K".
