Assuming 1.5 persons per unit, the density here works out to 1.3 million people per square kilometre.

1200 Bay wins out as far as I know though with an FSI of 61.
Oh that wasn’t memory for the actual numbers, I had to look up sites I figured would have the highest FSIs!When Ed and '42' agree to put FSI in the database for every project you need to get a gig helping them out from memory! LOL
I tried lookiing up a few that weren't super recent ...............not so easy.
