Only enough, this building impressed people for its wood panels on the bottoms of the balconies, yet undersides of the balconies in that photo below the top balcony aren't even painted. Maybe they'll still getting around to doing that, but people have already moved in and put stuff on those balconies.

Probably mineral deposits and staining from rain as it coalesces on the underside of the balconies. It doesn't look like shoddy construction (possibly ill-conceived design) and would probably clean up with a wipe.

This should have been anticipated. Also, take a look above at the work occurring on the 9th floor. Looks like replacement of insulation and vapour barrier. That would pretty much be a construction deficiency.
