It couldn't be earlier than 1930 as Commerce Court North topped out in 1930.

Also, Eaton's College Street opened in 1930 as did the Victory Building, which looks like it's under construction (just to the right of the old City Hall).

Good question. It looks like the Dominion Public Building (which was already under construction in the photo) would soon cut it off.

According to descriptions in the Toronto Archives (which contains a number of photos of it), it was the Bay Street temporary bridge which was constructed and existed from about the mid to late 1920's to allow construction of the Bay Street "subway" viaduct under the railway lands.

It appears that the Yonge St. "subway" was under construction at that time as well.

Union Station, the headhouse, was essentially complete by 1920, though the embankment, trainshed and tracks were not completed until 1929. The new Union Station took over from old Union Station (where Citibank is now) as the station in 1927, though passengers were directed to the old platforms for two years as work continued for two more years.

Transport infrastructure delays are nothing new to Toronto.
