What do you mean by this is owned 23.3% by Dream Impact (MPCT-UN.TO)? Like they bought 23% of the towns to rent out or what ?

Considering the last update photos, I wouldn't expect occupancy period to commence until at least late Q3 2024 if not Q4 2024... No way they get the towns done by end of Q2 which would be June 30.

Dream Impact MPCT-UN.TO owns 23% of the Brightwater Development Joint Venture. So they are the developer (or at very least an equity partner in the development).

Just a guess...

Brightwater received recent density approval from Townhomes to Tall Towers in this area adding almost 900 apartments. They may have had plans to start the next round of townhouses, but will be starting a new tower instead there (hopefully in 2025).

I thought that too at first but the actual area in question is just north of the new towers and is still showing low rise in the updated render on the right.
 
On the Dream Impact (MPCT-UN.TO) Q3 Earnings Call, Mr. Cooper said its likely Brightwater will start more Townhouses next. Townhouses and SFH are still selling well and not oversupplied. Demand is still strong in the area though, especially with this being a waterfront community with its own public school.
