One of Revell's team who worked on City Hall was involved in the subsequent hotel project so it would have some connection to it. The overhead walkway that joined it to the Square, the movie theatres, the interior public garden that nobody visits, were all part of an attempt to make the hotel more "public" and connected to the Square.
