Update on this one.

On the agenda for next week's CreateTO meeting is a report which indicates that they have concluded REOI process and now have a shortlist of potential proponents. That list remains confidential for now.

The report recommends moving to the RFP stage with the shortlisted proponents.

Great! I have high hopes for this as it is at the nexus of a log of different districts and sits on the edge of a bit of a no man’s land stretching up Bay Street. I wonder about the commercial component considering the market right now but it is a niche use and not too large. The height and scale of proposals will be interesting. My big question is if TMU is seen as a user? Initially I was hoping for an architect whose surname ends in -sen, -gaard or -borg but an innovative design by anyone is most welcome.🙏

CreateTO announces shortlist to reimagine the former Toronto Coach Terminal site at 610 Bay Street


CreateTO, on behalf of the City of Toronto, today announced a shortlist of preferred proponents selected through a Request for Expression of Interest (REOI) for the redevelopment of the ModernTO sites at 610 Bay Street and 130 Elizabeth Street. Toronto City Council approved the shortlist at its meeting on Wednesday, June 14.
The properties, home to the former Toronto Coach Terminal, are among the eight City-owned sites identified to be unlocked for affordable housing and other program uses through the City’s ModernTO program, which seeks to modernize the City’s office space and make better use of its real estate assets.
Located in a prime downtown location, the former Toronto Coach Terminal presents a unique opportunity for redevelopment. The vision for the properties, outlined in the REOI issued on November 24, 2022 by Colliers and The Spanier Group, is to redevelop both sites into a mixed- income mixed-use development.
Priorities for the site include the creation of affordable housing, the delivery of a Paramedic Services Multi-Hub and the inclusion of employment/office uses associated with the life science and biomedical sectors consistent with the site’s close proximity to the city’s Health Sciences District. The proposed redevelopment will also include the adaptive reuse of the existing heritage building as well as streetscape improvements along Edward and Elizabeth streets.
The seven preferred proponents shortlisted in the first stage of the two-stage market offering process will now be invited to respond to a Request for Proposal (RFP).
The seven shortlisted proponents, listed in alphabetical order are:

  • Capital Developments
  • Hines Canada
  • Kilmer Group & EllisDon Inc.
  • MOD Developments
  • TAS Developments
  • Tricon Residential
  • Tridel Group & Woodbourne Capital Management
    Stage two of the market offering will focus on selecting a proponent whose vision, financial capacity and experience will result in the successful redevelopment of the properties into a mixed-use, mixed-income development that delivers on the identified city-building objectives.
    The RFP will be released early in the third quarter, by Colliers and The Spanier Group, with the selection of a successful proponent anticipated in the fall and a final report to the CreateTO 1 / 2

City Hall and Old City Hall view corridors
What's does that mean? We have other proposals like the 70 plus storeys behind the old city hall to the east, and other proposals of somewhat that hieght behind the new court building to the west!

Simply, the rules that apply to those projects are not the same as the rules that apply here. Anything behind the courthouse is almost certianly outside the view corridor, it's too far West. Also those projects aren't approved yet. There could be view-related changes if needed.

As for the project at 483 Bay, the reason it sits on the East side of the site is to keep it from being behind the Clock Tower on Old City Hall, which is the view that is protected there. It's also too far south to have any impact on the view corridor for City Hall.

Essentially the rules are about what heights are allowed in specific areas behind City Hall as not to overwhelm it in the postcard view. Mostly this means anything directly north of City Hall, and maybe a little to each site of that. As such, this site is absolutely one of them. And as a City agency, CreateTO was not going to propose something that breaks the City's rules in the way a private developer might.

Just be glad this isn't the Parliament Buildings in Ottawa, which have a 137 page document about all the rules covering protected view planes. The rules here are thankfully much simpler.

Can we please get some vibrant colour in our Toronto skyscrapers. Skyline is definitely looking better each year.
A true top 10 Best skyline in the World list. Needs some oomph. Toronto has that one gorgeous red building surrounded by a sea of the rest.
The blue, grey (this looks dark grey, it’s better, but ..)& beige colour palette needs a lift. A bit of copper, red, gold or bronze hues would be nice.
