It'll most likely be like some of the intersections on Spadina, where it'll be green for the streetcars and oncoming cars, while the cars in the left turn are waiting for their green light.If Left turns remain allowed at Leslie and Eglinton they will have to be during a fully protected left turn phase which would not be active while trains have permissive signals to travel through the intersection. In that case if you are turning left into an oncoming train you'd be running a red light.

It's very likely that cost was the factor they didn't build those ramps. Due to weaving, they could only allow either access to/from 400 South or 400 North, not both as buses would have to cut across traffic on a short distance.Here's a suggestion, add bus-only lanes to the Jane Entrance and Exit, but not a likely to happen due to regulations.
