Gall Mites.

Bad news, the tree's appearance this year will only get worse.

Pesticide is not effective in this case.

Good news, does no serious harm to the tree, it will survive and have healthy leaf-out next year, assuming no infestation next year.
You should begin a Trees of Toronto thread. This kind of information is really helpful and educational.
 
Spent so many pages in this thread admiring the tower that I have totally ignored how this building will meet the ground. Looking good so far, I can picture myself enjoying walking by it.

Now why can't all of our sidewalks be built with blocks. That way when City crews inevitably come by to get beneath they don't destroy the sidewalk. One could lift the blocks out and then put them back in when done. They've already made a mess of that granite strip on the Mink Mile and we're only a few years in.
