Henning Larsen Architects provided the Character Plan for the site and Toronto’s KPMB Architects designed the first building on the site, The Soap Building.
 
Cadillac Fairview & Infrastructure Ontario hosted a public engagement session tonight for the new EAST HARBOUR plan - we did a long live-tweet of the meeting.

Personally, I am a bit disappointed as it doesn't seem that retail is a big focus in East Habour (only 264,000 square feet of total retail GFA). With its size and transit potential, I was hoping it could be a shopping & food epicenter/destination, rather than a typical mix-used community.

Cadillac Fairview already own the Toronto Eaton Centre, and KMs after KMs of PATH Retail under TD-Centre, 16 York Street, Maple Leaf Square, RBC Centre and Simcoe Place... all of which will only be a couple of stops away from EAST HARBOUR on the ONTARIO LINE.

Therefore, hard to see CF "canabalizing" their own nearby retail holdings in TO-Core, by including a ton of new retail in East Harbour..?

That said, I expect some of the "Commercial use" at East Harbour to maybe include a new Hotel or two - as there's no major hotels East of the DVP, and they make sense for the nearby Film Studios, etc. in the Portlands.

Summary
During the consideration of PH25.16 East Harbour Transit Oriented Communities (TOC) Proposal, significant amendments to the recommendations were made by both the Planning and Housing Committee and City Council.

Infrastructure Ontario, a Provincial crown agency, is advancing this proposal on a very tight-time line. City staff are in ongoing discussions around this development through several main channels: the Transit Oriented Communities Working Groups; Toronto Transit Partnership Committee (TPC) and the Ontario-Toronto Executive Steering Committee (ESC).

It is hard to understand how City Planning is currently able to be involved in the development review process for this project. The only public consultation underway is by the developer in conjunction with Infrastructure Ontario and there does not seem to be a formal city process planned. This would run counter to all of the City’s policies and practices for both development reviews and public consultation.
Of course the site was subject to a deep and long public planning process to develop the existing zoning and Master Plan.

It would be helpful to better understand the current review process to ensure that development and growth in Toronto is properly managed through a thorough, open and transparent public consultation process.​

The Staff Report at the November 25, 2021 meeting will be : "...this is a Provincial Transit-Oriented Community where we expect a MZO early in 2022, and such actions are undeniably within the legitimate authority of the Province..."

Which would be interesting because it would represent a shift in the Province’s use of MZOs. To-date, their position with Toronto has been that it will only use MZOs either on Provincially-owned land (Foundry) or at the request of the City (the modular supportive housing sites). I’d sort of expected that would change at some point, but it’ll be interesting to see what prompts it.

They have been pretty clear at the earlier meetings that "the EAST HARBOUR station is integral to the development of the Ontario Line and the GO RER services" - so they will use an MZO.

From my understanding, all TOD sites as part of the Ontario line face MZO's if the city doesn't support the plans in order to make the TOD a reality. The Province has been working with private landowners on these sites to maximize development potential and in turn will use MZO's as insurance to help make them happen. Gives developers more reason to work with the Province on redeveloping the sites.

the other TOD sites are provincially owned however, or at least will be, in order to construct the OL.

This is the one site that the province seems to be considering an MZO for a development site that isn't provincially owned or supported by the local council. We'll see though.

...well, in a round about way the EAST HARBOUR site is kinda "provincially owned" since CF money all comes from Queen's Park via the Teacher's Unions... ;)
