If this was China, they would build that LRT line in a month or two.

The original poster is not alone in wanting to know where and why that 8-year figure came from. You would think it would be in everyone's interest to jump-start the process and have it finish soon after that rest of the Crosstown. (Or even simultaneously. considering we still haven't even began construction on the surface portion and won't until 2018. That should be enough time to update the EA and secure funding, contracts, etc.)

Full closure of Eglinton from Black Creek to Weston for Metrolinx work

Eglinton Avenue from Black Creek Drive to Weston Road will be closed to traffic in both directions from Friday, February 19 at 9 p.m. to Sunday, February 21 at 10 p.m. for the demolition of the Photography Drive bridge. This work is being done by Metrolinx as part of the Eglinton Crosstown LRT project.

Signage will be in place to help motorists detour around the construction area. During this closure, motorists are advised to use alternative routes including Keele Street and Scarlett Road.

The City of Toronto and Metrolinx have worked together closely to minimize disruption as a result of this bridge demolition work.

Changes to TTC routes in the area are available at http://www.ttc.ca.

Yes WislaHD thanks was just putting channel tunnel in there for light relief !!! but ya would love to know why it will take so long. I know Jennifer Kessmat said one of the primary reasons they are working on all these projects at the moment is that it has been a failure in toronto to work on multiple projects. However, is it not proving that exactly by having such a long time to do crosstown east
 
This is all a political decision and a decision to spread the spending of money out over the 8 (hopefully) years. Why build the above grade potion on Eglinton East now when it wont see service until 2020-2021? They have specifically drawn this project out otherwise we would have had completed designs and contracts in place for everything west of Eglinton West Station. The tunnel is complete and they could have been building stations, building the storage and maintenance facility and laying track. Its not for technical or engineering reasons the project will take this long.

its underground between those points, rises east of Leslie and then retreats back underground at Don Mills

Its probably part of the original deal - Province tells the City how the money will be spent - City doesn't publicly cry about the transit investment.
Off topic, but its part of the problem with TYSSE - some of the contracts are for the entire line, and is one of the reasons why a partial extension could not be opened while other work is completed. I know the point will be made about separate Contractors working in the same area, but these can be mitigated and easily could have been for both the Crosstown and TYSEE - if it was set up this way.

simple.....because its probably cheaper to build over a longer period of time than to pay for intensive 24/7 construction, which would mean mad overtime pay. China took advantage of plentiful cheap labour. Unfortunately
we don't have that luxury, especially when we have some who can get paid much more than white collared workers. I'm pretty sure if compensated enough, they can go probably twice at fast at least.

Its not necessarily about more money - its about when the money is being spent. If you look at Eglinton East, what's the point of starting construction now? If you look at portions where the tunnel is complete, there is no reason (other than not having the contracts in place) that the stations could not have already been started. Has nothing to do with 24/7 work or cheap labour.
 
Still haven't seen updated plans for the Don Mills Station. Don't know if provision will be made for a Don Mills station box for a future Don Mills/DRL line.

Still haven't seen updated plans for the Kennedy Station. This may take longer because of the SmartTrack/Line 2 extension/RER/GO decisions and plans that have to be made. Once they get a decision made, expect 24/7 work to be done on the Kennedy Station, to get it ready by 2021 (no blueprints yet, and its 2016).
