I think it's at least partially occupied. I've seen several people walked in and out of the building, and they looked like residents rather than contractors /construction crew.

This building looks good from afar, especially its slender side, but up close the white precast panels are patchy with at least 3 shades of white/cream. The nighttime lighting (looks like someone turns on white fluorescent light in the mechanical penthouse) is also one of the worst in the city.

Looks like interim occupancy to me! Last month I swung by the neighbourhood and started seeing people coming in and out of the entrance.
