Off topic, but whose idea was it to have Ward Street and Wade Avenue around the corner from each other?
In 1913, Wade Avenue did not exist.

The explanation in the replies, which seems reasonable to me, is that it will be staged. The single track will move onto the elevated portion first which will then provide room for them to finish the approach for the second track.

How many more pillars do they have to form? Are the concrete guide ways being prefabbed and shipped to site?
 
Those are much beefier than the box girders used for subway/SkyTrain trains. (ie due to heavier weight of GO trains (and freight trains?)). Compare to Millennium Line box girders here:
