It is currently forbidden and there are floating barriers at the Yellow Bridge and at the Keating Channel to prevent it, or try to.

AFIK. There has 'always' been a barrier at about Lake Shore Blvd to try to contain 'flotsam' from getting into the Keating Channel and then the Lake. Now they are building a 'debris area' just north of Lake Shore Blvd so I do not know if it will now be possible to paddle further up the Don (and there are weirs a bit higher too.

The parkland and trails along the Lower Don should be open next summer. Even if they run a smidge late, most of the space will be open well in advance of 2026.

Certain sub-projects, such as the destination playground remain subject to funding.
 
The plan is for the "new" part of the river to be open for canoeing and kayaking. There's even a "canoe cove" dug as part of the excavations. I doubt you will be able to go up past the Lake Shore bridge, though. Some of these plans show weirs being built near there, not sure if they're current or if they would block you (figures 6-2 and 6-3).
