My guess is those are just the required lights for doing work up there, not the finished product.

Yeah, I'm sure that's right—the lights depicted in that picture look much more like interior safety lights than any sort of exterior lighting when viewed in-person.

Some of the glass panels at the crown are unfortunate (the way the lines are executed). The curved panels especially. The horizontal seams (or are those two separate pieces of glass?) are out of rhythm with the straight verticality of the adjacent, flat glazing.
 
From a less-acute angle, one can see through the glass to the sky at the parapet. From Sunday:

So, Im assuming that last bit of glazing at the top will be the final roof height? Or will the paprapet extend further up?
