I don't really understand what we're seeing so far. Is the entire building really set that far back from Bremner, or is it just that there's a partial basement only encompassing the north half of the site?

Looks like a partial basement to me. The setback from Bremner should be pretty minimal:

Dunno, don't have the interior plan for the aquarium. I imagine it could be though - water is pretty heavy...
