A lot of movies are going to be filmed there as New York.
So many films pretending to be New York are filmed here that in the minds of some Toronto is starting to look more like New York than New York. Tourists who've never been here often quip how it all looks strangely familiar.
 
Although, when folks think of New York, they're probably thinking of Manhattan. Brooklyn and Queens are quite different beasts...

...oh..er, I do think there many spots including this one can stand in for Manhattan, as the long as the cameras don't look up. >.<
 
I suppose if they just focus on the financial district Toronto could pass for downtown or midtown Manhattan. Move a few blocks east, west or north and they’ll have to edit out all the spandrels …

Wish Yonge street's side walks were this wide with trees and patios lining it up. The original Toronto urban planners definitely didn't think this through

A city doesn't need size or stature to care about design, architecture, or beauty. You touched on the real reason. Toronto was a frontier town and historically not a place of refinement or sophistication. It bears mentioning that even today a public realm like shown above is still a rarity. We're becoming a cultured, polished place but it's early days.
