So it was to be done this year, but has now been pushed out to two chunks in 2026 and 2028.

Great, but one must wonder why WT are starting this 'art piece' while they still have the fenced off area at the edge of the Lake (above the new water pipes that are connected to the storm water treatment plant) and the partially built 'wave deck area. When will they put an effort into getting that finished????

The problem seems to be that WT, like Magpies, get distracted by bright new shiny ideas and move in from their older things. I like the art work but the adjacent, fenced-off and partially finished 'wave deck' is really NOT a good thing. Do they have any sort of 'plan' for finishing it???
 
If I remember correctly, there is no budget for the boardwalk along the water's edge. The stormwater outlets that were recently done took the opportunity to pre-install the infrastructure for a future boardwalk so the work wouldn't need to be done again in the future when it becomes funded.

That is correct but the question is "What are WT doing to GET the $$ to complete this work?" It is all very nice to move on to new projects like the Arc right beside this but MAYBE it would have been best to finish the decking first????

Fair, though the budget for this art is likely a tiny fraction of the cost of the boardwalk and negligible in the grand scheme of things.
