Aside from the looming mechanical penthouses, this project is turning out lot less bland and visually compromised than what you typically see in the region. As such, if you like what they're building, which I do, you end up feeling more satisfied, interested, and enthusiastic about the project.

Sometimes, boring architecture is not so much about money here but a desire to make everything as inoffensive as possible. Those making the decisions might say the following:

"Instead of black, can we make it light grey? Some people might hate black. But no one will really hate light grey. What about those horizontal lines on the windows? Some people might not like them because the view will be like from a factory on the inside instead of from an office. But everyone likes big windows for unobstructed views."

And that's one way to get a boring building. Another is to just be as cheap as possible.
