Yeah, I'd definitely say it could. Once the office tower on the Ice lot goes up we'll see even more people regularly milling about, and the retail/restaurant scene should continue to develop and improve. With the three condo towers going up to the direct south etc., this part of the city won't feel like it's just developing anymore. In fact, I'd say Southcore feels pretty complete as it is. It no longer feels new and empty.
The big remaining element of course is Union Station. Upon its completion we'll have a major retail hub close by to anchor the residential, commercial and entertainment market.
