Apparently, it was the volume of liquid H2O was flooding it. Isn't the Gardiner Expressway a "roof"? Or is it because the runoff from the sides flowing onto the Bentway?

My bet is runoff. Rain+snowmelt was causing a lot of flooding across the city.
