Really dependent on what is asked. For current construction activities, sure, and for clarity, (such as the cranes). But most things are proprietary.

Will steel columns be used in this building in the same manner as CIBC Square, BAC? or rather, reinforced concrete?
Will there be a push to complete the lower retail levels, while working on the tower above so that the stores can open asap?

It's a mixture of both. The supercolumns up until the 8th floor are a combination of 4 steel columns encased in concrete. They are fully concrete above that.

I don't think they are completely concrete - it was mentioned in UT previously:

The unique in Canada structural design of The One means that the suite interiors in the skyscraping condominium tower at Bloor and Yonge in the heart of Toronto will not have columns making a mess of room layouts.

The steel columns are encased in reinforced concrete to Lvl8 then from Lvl9 on - reinforced concrete only.
As I am not part of the developer team, I can't answer that question.
