Interesting to note the ‘Coming Winter 2023‘ tagline at the end of the video. Clearly a date not realistic for the residential portion, which makes me presume it refers to an anticipated soft opening for the retail component.

I'd say most likely yes. Unlikely they'd announce an opening date and then miss that after Apple went after them in court over the previous delays. I'd expect every possible effort will be made to hit the Winter 2023 target.
