Balconies are designed to withstand pretty dramatic forces. That said, the type that project out from a shear building face can be a bit unnerving; I don't think I'd spend too much time out there.
 
I'm with you on that. I prefer mine which is partly inset into the building. I just feel safer and it is less windy that way.
 
I can't quite tell for sure but either the mechanical levels on the shorter tower are lit up tonight or they have a spot light on over there doing work or something(shorter tower is mostly blocked by taller from my point of view) haven't noticed this light before.

Sorry for being off topic but in the first pic of r2siv above, it shows hoarding on the NE corner of University and College. What is happening there?
