I think he's saying you can now cross the moat "straight on" when you leave the TTC and enter the new level under GO Bay. My assumption is they have built the stairs (or temp stairs in their place) that lead back to the level under the Great Hall (entering at the hoarding near old LCBO). I would wager something like this... orange is what opened today, green is the temporary stairs and leather shop bypass, violet is indicative of the grade change between Concourse (B1) and PATH (B2) levels.

You have (pretty much) got it BUT the current (clearly temporary) route does not go so far 'into' the Bay Street Promenade and as soon as you leave the Moat area you turn right immediately you get into the Union station envelope and link up with the other temporary stairs that have been there for about 6 months.

It's the vertical access points that they are having to work around right now. There was and still are very few stairs available between the TTC and the B1 Concourse level. By moving hoarding back into the B2 Promenade I believe they are working towards shifting the main vertical access into the future stairwell so they can pour the slabs in the current temporary stairs and close the leather shop bypass.

I wouldn't be surprised if in the coming months we see the hoardings move a little bit further south and the stairs lined up with the hallway under the Great Hall (east-west orange line on my map). Basically if you remember the sliver of the Old Bay that stayed open forever as hoardings, I think we will see that layout roughly duplicated in a "new hoarding" pretty soon, albeit one level down and with a wider corridor.

Well, the centre part of Front East Moat IS closed and parts of the canopy are on site so that would make sense.

Thank you @union2pearson! Those pictures are the first time I have seen inside the Bay Street excavation since October 2015. Very impressive. Also Bondfield is moving at a nice clip compared to Carillion. It looks like all of the column work all the way through to Bay South.

It is a good thing that they are opening even a temporary passageway through here. It signals an important milestone in terms of completion. I doubt they would permit any sort of pedestrian access to the site if they had to worry about construction crews and safety hazards.

These two do a great job of showing the future escalator bay up to GO Bay. I still wager the majority of commuters are going to have no idea what hit them once this half opens up. Despite the ongoing work for the past decade I think something like close to 60% of the new spaces remain off limits. This is totally going to surprise people.
