Another, cheaper, scheme is to hive off some services from the west, say UP and Barrie, into a tunnel under Front, from Bathurst to York. This would free up capacity upstairs.

That little Scotiabank Arena stump is just crying for a tower across from CIBC Square. A hotel directly attached to Union Station would do well — perhaps split with an office component.

Not practical unless you intend to relocate the arena; you can't place structural support into the arena, aside from making the arena unavailable for a few years, there would be obstructed views everywhere.

There isn't the room to place the structural supports like an exo-skeleton, as you have the loading for the arena and the Union tunnel to the immediate west, and tunnel; shell/support for the Bremner LRT (that will likely never be built, but I digress), on the north, and the Bay/Habourfront Streetcar tunnel on the east.

Nothing is going on top of the arena

There's already a tower there. Safe to assume it already has a foundation. We have slimmer towers in Toronto: 1 King West and L Tower were built on postage stamp sized lots.

Had they planned to build a Streetcar on Bremner?

As @Richard White notes above, it was a future concept as the start of WWLRT as distinct from the Habourfront run and serve City Place.

The Islands on Bremner west of Spadina are the width necessary for an LRT ROW.

That said, the idea has not been seen as having serious traction for a number of years.

IIRC the office component of Scotiabank Arena was originally planned to be a larger tower - probably more in the ~30 storey range. It got "stubified" due to lack of office demand in the late 90's.

Having a look at the floor plate for it though, I don't think it would be competitive in today's market as a office complex, it's well below 20,000ft2 and irregular in shape.

Does the elevator core have surplus space for a larger build?

I have no idea how much it could support an addition as built.. just recall it being planned to be larger originally.
20 storeys originally is twisting on a dusty cobweb in my brain.

I hope the West Waterfront Streetcar finally gets built one day
