A half-century from now, much of the Flexity Outlook rolling stock would end up in the LRV graveyard, as Toronto would have many Flexity Outlook 2s running and a half-century after that, much of the Flexity Outlook 2s would end up in the LRV graveyard.

Assuming that Bombardier is still in existence in half a century to produce "Flexity 2's", you would be correct. But the way they've been operating, who knows if they'll still be producing LRV's in the next 5 years.
 
At the current rate, we should be looking at Flexity 2's now and do what Birmingham, U.K is doing, including a number of system in NA and around the world.

There will be other supplier to replace Bombardier today let alone down the road to the point that one of them may have the Thunder Bay Plant or move the plant else where.

Technically the promise was, I believe, 4 cars a month. While that averages out to approximately 1 per week it is not technically what they said. They could deliver all 4 cars on the 30th and still meet their promise...while unlikely, some amount of staggering in the deliveries usually occurs. We've received two cars very close together before.

That said, does anybody honestly believe the new schedule?
 
It's one thing to continue to fail to deliver on modest promises; escalating those promises to 'one a week' and then failing to deliver is baffling. What kind of deranged person made the decision to do that?

Probably someone who is going to be fired soon, and is trying to delay the inevitable.
