Aren't these rented out usually and not sold? The payback either way for the city's investment will be the property taxes going up because an unoccupied office building wasn't bringing in much revenue.

Cool upgrades coming to River Hall, looks like a sizeable expansion and adding year-round capabilities. Tying it into the upgraded 8th Street section is really nice too. This might be one of my favourite new proposals in a long time.
