Sounds like the City and TMAC have had a falling out and the City no longer wants to rent them space they've acquired under section 37. Urbancorp is caught in the middle, and Artscape, the City's now-preferred tenant is just waiting to see how things shake out. In the end it's going to come down to a judge looking at all the legal agreements and deciding who owes who what.

looked shifty as all hell given the connections involved. They are now saying they will not apply if the space is re-offered. If Bailao did say "It’s my decision whether or not this goes through, regardless of any legal contract" then to my mind it shows insufficient supervision by city staff of the Section 37 process.
