I can't remember the name of the place, but it's on the ground floor of 2 Bloor West, toward the north end (the windows of the store actually look out onto Cumberland). I've had rings engraved there, and I've also gone there for jewelery repair in the past. I'm not an expert on the going rates of such things, but I've always found their prices acceptable, and they tend to be fast.
