tbf the contractor will stretch out their work as much as possible to maximise on their OT pay. its a lose lose for everyone. i wonder how ML does their contracts. is it a fixed price or cost plus? it really looks like the latter based on how the contractors are working or in this case not working.

Davenport Diamond is $175M fixed price contract, but that's really only true if the facts of the tender are correct (soil is what Metrolinx says it will be, work-space and times Metrolinx says will be available are actually available, etc.)

While I agree it's disconcerting that no work is currently happing at this location, it's a long, linear, project and perhaps the crews are working elsewhere:
