    Isn't all of the designs on the waterfront done by competitions? A lot of iconic buildings in Canada are not done by Canadians. As go for many buildings outside of Canada that are done by Canadians.

    You also have to think how much of a landmark this will be. I can bet they will sell the naming rights asap. and lets remember what was going to be here.. "440 above-ground parking spaces and four arenas all at ground level."

    I think this is a policy in Vancouver when it comes to a development. You must provide improvement to the public in order to develop. I don't hear this happening much in Toronto.

    I'm not sure about population growth but I do remember seeing a "places to grow" type policy for the north. Also theterribleone is right. Minorities are becoming a large part of the weathly. Look at Markham and Brampton.
