So as luck would have it, I was able to learn what these things do @TwinHuey . Apparently, it is to speed up the flow of water to prevent it from freezing. This is where Sawmill creek empties into the credit river at the southeast corner of Dundas street and Mississauga road. More info here...

Went up to Danville Park yesterday and took a shot of Bombardier's new barn. One assembled airframe appears to the right: You can see wings and fuselage barrels in their storage yard awaiting a trip to the final assembly building: I was quite some distance away so there is some heat haze...
